Government Changes -- Thoughts from CitizenNetMom

I find her point about electing in districts vs. at large causes officials to make trades. If everyone was elected at large, they would have to be accountable to more people.
One of the proposed charter amendments for Knox County suggests reducing the number of commissioners from 19 to 11. We would have one from each district and 2 would be at large.
Is this better? My concern at first was the workload on the smaller number of district reps.
